1959年11月、スコットランドのインヴァネスに生まれる。ハイランド地方のフォート・ウィリアムという町のコンプリヘンシヴ・スクール(一般の学校)に通い、グラスゴー大学に進んだ。学生のころから政治への関心は高く、SDP(社会民主党)の活動を行なっていた。弁論に長け、ディベート大会で優勝するほどだった。
グラスゴー大を卒業してBBCで働くようになったが、フルブライト奨学金を獲得して米インディアナ大学に学籍を得た。このときにSDPから指名されて立候補、23歳の若さで英下院に議席を得た(83年)。
ちなみに、その次の2010年の選挙では、下馬評はやたらと高かったLDだが、獲得議席は減らした。小選挙区制ゆえの問題だということで選挙制度改革運動が起きたが、尻すぼみに終わった。
このころ、ケネディには「健康問題」がついて回るようになっていた。といっても倒れたとか手術したとかではない。アルコール依存の問題だ。
最初はメディアにいろいろ書かれた。ケネディの側は否定していたが、ついに問題を認め、党首を辞した。2006年1月のことだった。
2002年に結婚した夫人との間に2005年に生まれた子供がいるが、夫人とは2010年に別居、離婚が成立した。
そして2015年5月7日の総選挙。スコットランドがSNP一色に塗られたこの選挙で落選した大物議員の一人がケネディだった。
2010年の総選挙では、スコットランドの全59議席中、LDは11議席を持っていた。

それが、2015年にはわずか1議席となった(SNPが全59議席中56議席を持っている)。いまや、LDがスコットランドに有しているのは、オークニー&シェットランドの離島選挙区1つだけである。
